Types of certificates issued by SASO
The Saudi Standards, Metrology and Quality Organization (SASO) is the governmental body responsible for the standardization activities in the Kingdom of Saudi Arabia starting from developing the standards and technical regulations to issuing the conformity certificates that prove the product conformity to the Saudi market requirements.
SASO has developed many national certificates issued for products intended for sale in the Saudi market to ensure a high level of quality and safety that aligns with international standards. In this article, we will showcase the certificate issued by SASO.
SASO Certificate of Conformity (CoC)
Certificate of Conformity (CoC) is a certificate required for all imported goods to complete the customs clearance process, ensure that products comply with the relevant technical regulations, meet the safety standards set by SASO, and are suitable for use in the Kingdom of Saudi Arabia.
To obtain the Certificate of Conformity for Saudi products, importers must submit the application on Saber Electronic Platform, register the products, and choose one of the bodies registered with the authority in the specified geographical area and the specific regulations, such as Tabseer, to issue the Certificate of Conformity.
The Product Certificate of Conformity is issued online via Saber for each product listed by the applicable product standards specified in the relevant technical regulations.
The certificate of conformity is valid for a year and issued by an approved certification body in the product’s country of origin to prove its compliance and then the Shipment Certificate of Conformity can be issued so that the shipment can be cleared at Saudi Customs ports.

Saudi Quality Mark (SQM)
- The Saudi Quality Mark (SQM) is a conformity certificate developed for high-risk products since these products require additional conformity procedures to ensure their safety and quality and that they wouldn’t cause any harm to the environment or consumer health.
- The main requirement for granting the Saudi Quality Mark for a specific establishment is having an efficient quality management system that ensures manufacturing products that comply with the technical regulations.
- SASO notifies conformity bodies to carry out the technical study, audits, and factory visits required for granting the Quality Mark but unlike the Certificate of Conformity, the final decision of granting the Quality Mark is taken by the authority after reviewing the technical file and validating the granting recommendation of the notified body.
- The Saudi Quality Mark license is granted for national and foreign establishments by the relevant technical regulations to be labeled on the product intended for sale in the Saudi market.
SASO IECEE Recognition Certificate
The IECEE Recognition Certificate is a certificate based on the international standards of the IEC Conformity Assessment Scheme. It is issued for Electrotechnical Equipment and Components and is required for these products to obtain the mandatory Certificate of Conformity.
The IECEE proves the product’s conformity to the safety standards by providing a valid CB Test Certificate and CB Test Report. The SASO IECEE certificate is issued via Saber Electronic Platform and it is valid for one year from the issuance date.
Efficiency labels
SASO grants the Energy Efficiency Label for electric appliances and tires and the Water Efficiency Label for sanitary products and water flow control equipment to ensure the efficiency of the consumption rates of energy and water for the products subject to the scope of each label.
SASO receives applications to obtain the Energy Efficiency Label through the new EER registration system. This label is mandatory for the products within its scope to apply for the Certificate of Conformity.
