Textile Products Safety
After the Saudi Standards, Metrology and Quality Organization (SASO) announced the mandatory application for registering textile products in the Saber electronic platform earlier, it became necessary for the textile products offered in the Kingdom’s markets to meet the requirements for safety, consumer health and environmental preservation, with the following damages:

The damages that the product accessories, such as buttons, strings, and cords may cause to children’s clothes, by conforming to the technical regulations and requirements and the relevant specifications mentioned in the regulations.

Damages that may be caused by the materials used in fire-resistant products, and must take into account the technical regulations and requirements and related specifications mentioned in the regulations in the event that the product is recognized as flame-resistant.

Damages that may be caused by the chemicals used in the manufacture of textile products, and to ensure that these materials do not leak or transfer to the skin or the environment during use, maintenance, cleaning, and washing, and must take into account the technical regulations and requirements and relevant specifications mentioned in the regulations.
Tests relating to the following characteristics should be performed while monitoring safety procedures in textile products:

Determination of pH: the permissible pH of textile products must be within the safe limits for use indicated in the relevant technical regulations and specifications.

Color Fastness: The color fastness test against washing, sweat and friction is performed on the product samples according to the values stated in the relevant technical regulations and specifications. With regard to children’s clothing, the color fastness test is performed against saliva.

Hazardous Chemicals: whether they are used in the manufacture of textile materials themselves or their accessories, which are directly or indirectly in contact with the body, and these materials are classified into:

Carcinogenic, toxic, or mutagenic chemicals.
-
Very toxic chemicals, persistent or accumulated.
-
Chemicals with permanent dangerous effects on humans or the environment.
Tests should also be conducted to determine the quantities of harmful chemicals found in textile products, including:

Formaldehyde: the level of formaldehyde must not exceed the level indicated in the relevant technical regulations and specifications and be tested in the manner specified in those specifications.

Penta and tetrachlorophenol: PCP number CAS 87-86-5 should not be used, and if it is used as a substance or component for materials used in textile manufacturing, the proportions should be within the limits permitted in the relevant technical regulations and specifications and be tested in the manner specified by that specifications.

Heavy metals: these are used in dyeing and finishing processes. These metals are determined and extracted according to the relevant technical regulations and specifications.

Dyes and derivatives suspected to be dangerous, including:
-
Carcinogenic amines in “AZO” dyes.
-
Dyes suspected to be carcinogenic, toxic, or cause genetic mutation of the reproduction.
-
Flame retardant.
-
Pesticides, herbs and fungi.
-
Organic chlorine compounds.
-
Phthalates.
-
Organic tin compounds
Conformity Assessment Procedures

The supplier responsible for placing the product on the market must obtain a conformity certificate issued by one of the accepted bodies by the authority as follows:
-
Model (Type 3) for textile products for children’s clothing and lingerie.
-
Model (Type 1a) for products other than children and lingerie.
-
The accepted body must implement conformity assessment procedures in accordance with the specified form to ensure that the requirements of the technical regulations and relevant Saudi standards are met, and the environmental requirements set forth in the regulations.

A technical file must be attached to the product that includes:
-
Acknowledgment of conformity (manufacturer / importer).
-
Laboratory reports on product safety from hazardous chemicals.
-
The supplier must cooperate with the supervisory authorities and market survey authorities by submitting technical file documents, conformity certificates and any other documented information – if requested – proving that the product conforms to the specified requirements and technical regulations.

The product that has a Saudi Quality Mark – if it exists – or its equivalent, is considered in conformity with the compliance requirement common to the obligations stipulated in the technical regulations.

The product that has an ecological mark – if it exists – or its equivalent issued by one of the accepted bodies by the authority, is considered in conformity with the compliance requirement common to the obligations stipulated in the technical regulations.
